Access to files in the root directory of the system drive (typically, C: ) is secured more than in earlier versions of Windows. It is recommended that you create a new directory, e.g., C: BDE, and specify this directory as the value of the Paradox driver's NET DIR parameter via the BDE Administrator (bdeadmin.exe) (see the screenshot below).
